I have a 95 eagle talon esi. And i think it is the ecu problem that i have seen in other posts with similar problems. What makes me think that its the ecu is when i try to start my car the check engine light does not even come on. But once and awhile the check engine light will come on before i try to start it and it will start run for a few mins and just die. Then when i go to restart it there is no check engine light on. I seem to be playing cat and mouse with the check engine light.

You are going to have to bust out the multimeter and start testing. You can try testing the CAS for 5V on one side and 9V on the other. Middle is ground. If you're not getting anything, be prepared to shop around for another ECU. Have you checked your ASD relay?
