ok first off what on earth is a vacuum block and second off where can i find on to replace my "broken one." the guy at the auto shop told me it was a lil plastic block some where in or around my manifold and if it rattled it was good if it didnt it was bad.. i couldnt find it but when some one else hurd my car rev up and it wistled he asked if it was turbo'd and i said no he sad "man than that means your vacuum block went bad. you should replace that before it causes you any problems.." any one know what the f-bomb they were talking about?

lil plastic block some where in or around my manifold and if it rattled it was good if it didnt it was bad...

That would be a PCV valve. The guy has no idea what he is talking about.

OMG!!! Auto Part Store Workers FTL!!!

There is such a thing as a vacuum block. They usually have multiple ports and have one line that connects to your intake manifold. This allows for you to have several good vacuum sources.
