I tried to turn on the AC the other day is its only blowing hot air. The green light on the button doesnt blink as most do when there is a problem. I dont hear the AC compressor turn on and there is no loss of power when I push the button. I also noticed that both of my fog lights stopped working at the same time. Are these problems related? I checked all of the fuses and found no problems. Any ideas on where to look first?

It may be the low pressure safety switch on the AC system. If the pressure is too low (say, all the R134 leaks out), the system will not engage the compressor to prevent it from burning up.

I can't recommend a way to test it outside of buying the equipment, or taking it somewhere.
