I just finished rebuilding a 95 MTX 2GNT, and it is completely dead electrically. It worked fine before the rebuild which was prompted by hydrolock, so water and/or rust may be involved.
I've tried two different known good batteries that started my other 2GNT immediately afterward so I'm absolutely certain it's not the battery. I've changed pretty much every electrical part of this car, from the sensors to the fuel pump, but they're all stock parts.
Symptoms: - No lights anywhere, not even headlights. - No power to accessory, wiper, horn, radio, interior lights. - No fuel pump hum - No gauge cluster lights - All fuses, fusible links, and relays in the engine compartment look ok. Still need to test each individual one with a meter. - Slight relay click heard when switching on the headlights, but no lights. - Won't start obviously
Does the ECU control the headlights? I thought they were hardwired to a relay.

Dan check the White wires at the fuse distribution under the hood for power. Test with chassis ground and battery ground. I am thinking you have a shit ground lead or possibly forgot to wire up the white wires at the battery. Something simple and large if you have no power at all.
Check to see if there is voltage in the interior fuse box as well. Not all the interior fuses have 12v with the key off but many do. Chec with key on and off.

Start at the battery, check for good battery ground at the strut tower. Then check power going to the main underhood fusebox coming from the pos bat terminal. Check for main power on all the underhood fuses/fusable links. Then from there, check all power on the interior fuse box. Sounds like you are not getting any power either to, or within the underhood fuse box, or no/poor main ground on the chassis. Check all main fuses with a continuity test/and or power test.
