As for the cooling fluid, be careful. They have, on the market, a coolant that is brown in color . Why , I don't know. That being said, if it is rust then there is a possibility that there MAY be a problem with the block rusting up or having blocked passages. I say MAY because it is unlikely, but possible. What's more probable is that the radiator needs to be replaced and the system needs to be flushed.
Since you are doing the belt, you will be replacing the water pump (which is a good thing). You might want to give it a good flush with the components out. Do you have very good heat? The heater core is something that gets blocked up when rust is bouncing around in the system.
