anybody have any idea what this is for? Its definately not stock and looks so out of place its horrible. id love to remove but have no idea what its for!

which wire is it exactly connected to? I see three... that's interesting to say the least. I was gonna suggest something with a stereo, but you said it goes back under fuse box, so yeah

odd. It looks like its bypassing the origional fuse that should be there there. I think and i'll check in the moring that were it starts as one is a main power line thats supposed to feed that part of the fuse block. There should be two fuses in the very front part were hte wire starts. Ones there the other isn't. Maybe someone broke it a while back and they did that to bypass/fix what they broke. imo

I agree with Warmage. I looked on mine, under where that spot where they have the wire on the ring connector before the fuse there should be another one which is original then there is is one that looks exactly the same on the other side. (where it passes through each side of the fuse that should be there). It is the positive from the battery like warmage said also. I think they probably either 1.)Broke the piece that keeks the fuse in, 2.)Couldn't find that type of fuse and just bought a tube type fuse and bought the 3 dollar in line holder or 3.) Didn't want to pay that much for a fuse. I'm not sure how much that fuse costs or the name for that type but i know that some of those larger main fuses can be expensive. My friend said he bought one of the main fuses for his f150 and it was almost 60 bucks for one fuse.
