I have the EGR block off plates ready to iunstall when I do a ported and polished intake manifold.
I doubt plugging the solenoid back in will work... but try it.
Depending on what emissions you have to take the EGR doesn't really effect them. I think CA is the only one that tests for whatever the EGR really lowers...
And you have a 98 so you can do the key dance. on-off-on-off-on and count the blink. the codes are on the main page...
As far as leakage I think your best bet is metal plates with RTV on the matting surfaces.
