How can you check a oil pump that isnt installed?

basiclly the gear inside doesnt rotate by hand or really move at all, minor side to side.

My melling is free at will. I can move it all over np.

you can take it apart and check the specs on the gears

the side that faces the block should have a bunch of bolts that can be removed.
disassemble and mic it out, either chiltons or haynes has good pictures and the specs i cant remember which right now.

hopefully that should get you started or atleast show you somthing during the breakdown that will prove informative
