If you have oil on the inner edges of your cam gears, its safe to say either your camshaft seals are leaking or a valve cover gasket it leaking. But if you do not properly install those seals, they will indeed leak.

The seals are not the gears. They are located behind the cam gears and seat around the actual camshaft, just around the outer edge of the valve cover. You must remove the cam gears and timing belt to change these out unfortunately.
