The FPR setting sounds correct, but what year is your car? Is the stock FPR at the end of the fuel rail? If it is, inside the flare fitting which the cap covered is a Schrader check valve. This valve must be removed.
If that isn't the case, then I'd keep turning out (lower the idle fuel pressure), it should only be at 47-55 psi--if you still have stock injectors. It'll be less with bigger injectors. I hope this helps.
