Of course not! But I bought one that was running fine without any problems I certainly did not mean to sound like a dick, just writing how I feel. I just don't see the sense in buying a car that you know doesn't run right without having any experience on it. That being said, I pulled my engine, stripped it bare, and put it all back together without any previous experience, so it certainly can be done. It just takes time and money. I would read through VFAQ, get a factory service manual, and run through your issues one by one. It will be frustrating, and will take time, but by the time you are done, you will feel pretty good with yourself for getting the job done yourself, and you will gain some very valuable experience.
