I don't think the exaust/o2 sensor have anything to do with it. If anything, the problem may lie with the upstream o2 (the one that has to do with your engine running rich/lean) The downstream o2 does nothing but tell you if your cat is oper correctly. And if it's in open air, will see no problems and think everything is just dandy.
