Yes, that means that the oil would be nearly free, with only tax stopping you from true freedom. You have to buy the oil from Walmart (I don't think it's sold anywhere else), and it retails for $26.00 at the store.
A few details about the oil: G-Oil seems to be a relatively new brand. It is a synthetic motor oil and at the moment it is only available at the 5-30W weight. As a new oil, there's bound to be some hesitation about its reliability and performance, but early reports from oil users have been promising.
