Yes, that means that the oil would be nearly free, with only tax stopping you from true freedom. You have to buy the oil from Walmart (I don't think it's sold anywhere else), and it retails for $26.00 at the store.

A few details about the oil:
G-Oil seems to be a relatively new brand. It is a synthetic motor oil and at the moment it is only available at the 5-30W weight. As a new oil, there's bound to be some hesitation about its reliability and performance, but early reports from oil users have been promising.

A VOA (virgin oil analysis) posted on the "Bob Is the Oil Guy" forums suggested nothing out of the ordinary in the oil, and Blackstone Labs' commentary is that the oil should "serve your engines well." As a heads up, the MIR website only lets you print out the form once, and each form generates a "certificate #" so I imagine this is one way how they will track multiple rebate's per household.
