Springs are like $200 for a nice set.

Oem shocks can be lowered on but they dont like it (trust me, i've seen enough locals do this to their 2g's)

Sleeves ride like ass unless you get the ground controls.

Honestly, i'd save for full coilovers. You'll want the adjustability down the road. I promise you will. They're worth every penny to tweak ride hight and dampening when you please. The price of gc sleeves and tokico illums or kyb agx's are around the price of used full coilovers.
