I would not recommend steel, rust issues, aluminum would be best, its easy to machine and readily availiable. I think a tolerance of +- .010 would be sufficient. Basically, hubcentric wheels are made to center off the hub, hence "hub Centric". Lugcentric wheels are made to center using the lugs.
