if your talking about the top and bottom guide pin that screws into the caliper and as an assy slides smoothly in the bracket, then NO it is not supposed to hold the caliper in one spot. You only have 1 piston in the caliper, how would the pads wear if the caliper never moved?
Now the pin is supposed to tighten in the caliper itself and slide in the bracket. One pin has a rubber buching, one doesnt. It doesnt do a damn thing if you flip/flop them.
