#13557, "Bad Vibrations"

My eclipse is approaching 119***.
I feel alot of vibration in my steering wheel. My alignment is perfect. It even happens after I have my tires balanced. It starts at about 58 and goes to about 85.All the way up through a 110 it is smooth.Last time I had my alignment done he said my front right tie rod end was going bad
He said it would throw off my alignment but 10,000 miles later it is still perfect. It all started shortly after I had the ball joint recall done. Also if you are turning whil it is vibrating you feel little pings coming from the front almost in sequence liuke abs grabs onto the breaks.I don't have abs by the way.If anyone has any ideas of what the problem may be let me know
