Dont focuson the fact that its called fuel load %. its an abstract number that your using.
First off take your timing table and change the RPM figures. the first three should be 700 - 1000 (or 1100) - 1500 - 2000 - 3000.

See how I made the 1100 range a valley? These will be your idle bins in the timing map. Eventually with enough tuning you will limit them to only 4 bins.
