HAHAHA Call HRC, they might be able to fax you the instructions. You could also check splitsec.com, IIRC the Portfueler is based of a SplitSec EIC unit.
The Portfueler IS the SplitSec EIC unit.
I did not recieve a manual either, and I seem to be doing fine with it.
