No, although I will leave someone a rating if they are awesome to deal with while making a transaction.
It is used for if someone gives you some great advice, or nice to you, or whatever you feel like. There is also a negative for if they are really mean to you I guess.
You click on "Rate This User" under the username of the person's post that you want to rate. Once inside you choose positive or negative and leave a reason.
