No, that is the clutch master cylander level you are talking about. Which pushes the clutch in.
To check the car you need to get the wheel off and right above the axle is a rubber plug. With the car level, the fluid should be right at the bottom of this hole.
Yes I don't like the location of this plug it is a pain. Every other FWD car I've checked has the plug in an easy spot soyou can check it with the tire on just by turning the wheel. I can't see getting a hand in there with the tire on. End of rant
