My advice? And this is just because it's probably the easiest thing to do and could give you some peace of mind - disconnect that damned SAFC. Unplug it, pull the fuse, douse it with flat beer. Whatever. It is a tuning device which, get this, modifies signals to your ECU in the interest of adjusting the fuel trims.

If you take the SAFC out of the picture and you still get shitty mileage, then you should trouble shoot down to what's wrong with the engine. I've always felt you should make sure everything is in top working condtion before you go trying to tune it.

I've practically got the same head as you, right down to the cams and where it was built. I have no fuel system mods whatsoever. Aside from the fuel filter, my entire fuel system, right down to the injectors, came with the car when I bought it in 96. I also have stock cam gears. The engine runs just fine and I can easily make 400 miles on a tank in town.

The low vacuum is a result of the cams. There's no way around that. My car will tend to bog or die when I first start it up cold to, but once she's warmed up, she very rarely floods out in traffic.

I get stock or better MPG from the stock fuel system and cam gears. I would suggest just trying things out without the SAFC.

Do you have a wideband? Are you still running stock injectors?
