#16188, "jumping Vacuum guage at idle???"

I just wanted to know if a jumping Vacuum guage at idle could be caused by regrind cams and cam gears? I haveent had time to get my camgears adjusted, but could this even be the problem. My Vacuum guage jumps from 13 to 12 and back and forth. I know it could be a valve issue but I just got a 5 angle valve job. unless the shop did a bad job, could it be my cams?
