Clears haven't been made for years. You can occasionally find them on ebay or some of the various forums but they usually go for more than a set of new OEM tails.
Technically they're illegal because the reflector portion isn't red.

^^This, When these where popular some of my friends got them and they had a ton of problems with cops. If you drive a 2g you already have a target on your back this doesn't help.

You could always put red reflectors in the reverse light "circles" and leave the tails clear. Analogous to what Lexus does on their SUVs - I think red reflectors only need to be 2" by 2" or something ridiculously small, and can be anywhere on the tail end. I thought about doing this with the smoked tails before I switched to my LED tails.

Don't let these guys get you down... some people love them, some hate them (I happen to love them). They are indeed rare and can be very hard to find; especially ones that are in good shape (I think I paid ~$300 off ebay a coup years ago now).
As for the cops... while it is technically true (no red reflector), they really aren't a problem given all the clear mazda's & lexi' driving around. Just be aware this will depend on the pinhead-ness of your local cops (I've NEVER had a problem, and they will go unnoticed if you do happen to get a speeding ticket or such).
For the love of all that is sacred, if you are going to paint the center tail peice... PLEASE paint a red stocker. Every now and then, somebody will post on here, look at my new tails and say how they painted it just fine. It's best to put it on a shelf and go spend $20 for a cheap center.
