I rebuilt the car and everything was put back perfect, connections and all. When i start my car it idles at 3500 rpm right off the bat. The throttle is adjusted correctly, Im thinking tps?

Im guessn your IAC. Take it out and get above 40mph, see if it resets itself.

if the tps is dead, the ecu should open the IAC fully and stay open, thus the increased idle.

Is your throttle response slow?
