the directions tell me that i have to run a hose to the fuel pressure regulator where is this? and which vacuum line do i run it to for the intake manifold?

No they definitely aren't.
You CAN'T install a dry kit on a 96+. You have no fuel pressure regulator, genius!

Did you get the kit directly from zex. They have an application guide that specifically says wet kit for all the eclipses actually from 89-current.
it lists part #82021 which is their wet kit.
