65661, Altitude effecting fuel pressure. Have you guys experience this?

Well I HAD my car tuned perfectly...

I was going home and I have to climb this mountain to get into LA that's 5000 ft. So I am going pretty much from 0-1000 ft. my normal altitude to 5000 ft. When I reached the the altitude thats the highest, my a/f gauga started not being able to reach the .90!!! I got up to .88 at WOT. I backed off, pulled into the gas station, closed my bleed valve inorder to raise my WOT a/f, and fuel pressure. Even when I closed the bleed valve, the highest it would go was .94 (I was tuned and used to get .98).

Is this normal and have you guys experience this?
