how is it with all these people with CELs with turbo and they are still passing emmisions? i got lucky this time around because i got my inspection notice right before i am going to put my kit on, but i am sure in the later years when i get my car inspected with the turbo on i will have some sort of CEL. let me know for future reference. payoff? resistor?

MD has emissions tests? Damn, what states have emissions tests? Here in Indiana we have no tests of any kind.

Delaware is the same way. they dont only check to see if your CEL is on, but they hook up an OBD-2 tester computer to your car's OBD-2 connection. So taking out the bulb is not going to work ;)
What I did is to remove (or temporarely unhook) anything that causes your CEL to go on. I.e. SAFC, Emanage, etc. Then I reset the computer (unhook the battery) to get rid of any existing CEL codes.
Then i drove to the inspection bay here in DE. They hooked it up, found no errors, and wala, i passed. Then i hooked everything back up and welcome back CEL! ;) at least i wont have to worry about it for another 2 years.

I have a turbo and I don't have a check engine but then again I live in cali so no point cuz they won't inspect it. Its a 95 also.
