is 7 psi with an intercooler the same as 7 psi non-intercooled? is the non-intercooled 7 psi just harsher on the internals? Or is it like a comparitive thing where 5 psi non-IC does the same relative damage as 7psi IC'ed? make sense?

most people wouldnt reccomend going 7psi w/o an intercooler. but if you did the intercooled 7 would be "faster" because colder denser air = more power.

Yeah at only 5psi non-intercooled now, my engine bay gets a bit toasty. But to answer your question, the colder air is the more dense it is and that means more air can be packed into the cylinders.

Well, depends on where you plumb the wastegate vacuum line. If you plumb it before the intercooler, then the 7 psi on the intercooled setup would be less then that at the engine, as there are pressure losses involved with any piping, especially an intercooler. If you have an intercooler that produces a 2psi loss, then 5 psi non-intercooled would be the same as 7 intercooled, overall. Mind you, the cold air would help in the intercooled setup, but when you are talking PSI, it all depends on how things are set up.
