no.. the neon manifold does not have the same bolt pattern ours does, nor does it even sit on the same side.. but u can use a flange (meaning u should be able to weld a t3 flange to the manifold for the 2gs).. I have a manifold from turbonetics (they make stars manifolds) and it has a t3 flange on it already=).. try that

Well, the bolt patterns ARE the same for both the neon and the 420a n/t eclipse. (You can confirm this by merely comparing exhaust manifold gaskets for each car. I've used neon ones before)
However, as Lisa's already made the point, the turbo may not be located in the proper location. Our turbos have to mount either directly in the center, or over to the right, but if the neon manifold creates too much of a left(passenger side) side location for the turbo, it won't work.
