depends on the size of the turbo, the bigger it is the longer the lag.

your usually spooled up all the way around 3000-3500 rpms

With any turbo, your answer mostly depends on gear and throttle position. But assuming 2nd through 4th gear and WOT (on the Super 16g turbo), boost can start to rise on the gauge somewhere in the high 2000 rpm range.
