What is the best way to do this? I am sure that it is restricting my exhaust flow.

get a metal bar and punch through the thing. its a pain in the ass, but eventually it will brake through.

You may want to take a long drill bit and drill it out first, just to make it weaker.

A long 1" dia metal rod took care of my cat in no time

I would buy a test pipe instead. I had a gutted out cat on my car for a very long time. Having a big empty container in the exhuast system seemed to create a flat spot when my car accelerated. It also made the noise inside the car very loud. I talked to a few 1g DSM guys and they swore that a test pipe was the only way to remove the cat. I went out and purchased a 16 1/4 inch pipe, replaced my empty cat and I then noticed a nice difference. It also got quieter inside my car. Once you get a straight pipe, you will want a good resonator added to correct the raspyness that a car with straight pipes has.

Get a test pipe instead.... my two cents.

You can put a 1 Mega Ohm 1/4 watt resistor on your downstream O2 sensor signal line and you will not get a CEL with a testpipe. I have done this and not received a CEL for over 4 months now. If I remove the resistor, I will get a CEL in about 2 days. I wanted to make sure that it was working.

Well I took it off last night only to find out that it was already gutted! The guy who owned it before me must have done this already....(it was about the only thing that he did)
