Here we go agian.
Exhaust Gas Recirculation. Or something along those lines.
It takes exhaust gases and puts them back into your intake manifold (just after T.B.) for emission and fuel economy reasons.
The reason people block it off is because it "clogs up" your intake manifold. You have block carbon build up all over the inside of it.
If you block off the EGR and clean out your intake manifold you can make a few extra hp.

EGR stands for Exhaust Gas Recirculation. It's part of your emissions system, it recirculates gas fumes. All it does for most people is melt wiring harnesses against the metal pipe that comes off the block and send hot gasses through your intake manifold, which is why most people do the EGR block-off.
