To answer your question from a bit ago about my settings. I'm at:

1K -23%
2k -22%
3K -20%
4K -19%
4.5K -18%
5K -17%
6K -17%
7K -19%

TO ANYONE ELSE, keep in mind I'm running 440's and was hitting 15psi during my very brief tuning session on my lunch break today (and, yes, I do have internals and clutch) These are also NOT fine-tuned in any way. These are just numbers that keep me rich all the way through 15psi.
I'm going to be out at Maryland Int'l Raceway this Sunday for Midnight Madness so I'll be playing around with em more to run 18psi. I'll post my 1320 times and settings afterwards when I get the chance. Barring any mechanical failure or IC pipes blowing off, I'm pretty confident that 13.95 will be a thing of the past :)

No. The numbers listed are very specific to injector sizing and fuel pressure being run. On stock injectors, you would not want to lean out so much if you have a turbo. The larger injectors naturally run richer than the ecu is used to coping with so it becomes necessary.

so my best bet is to go with larger injectors even if I don't have a S-AFC and running 5-7psi? I plan to run 5-7 psi with a star stage 1 and in the future run at most 12 psi, and I know that's when I would need a S-AFC and fuel upgrade.
