yeah. the turbo takes time to get to the boost you set it at because, for example, if u're just sitting there at idle there's not much exhaust moving thru the system so the turbo isn't turning as fast SO if you floor it it'll take some time to build up exhaust to turn the turbo to move more air to build more exhaust etc etc.

it is spelled "Spooling"
It is the time it takes for you to reach full turbo pressure, dependent on the wastegate.
Pretty much what the above member stated. Different sized turbos will have various time it takes for it to "spool up".
