Does changing the turbine housing to a smaller A/R will make the turbo spool up faster? The shop told me I have .63, if I change it to .48 it will spool up faster. Any info will help thanks...

things like getting a wider downpipe, catalytic convertor, and catback exhaust should help spool up?

Yes, changing the A/R housing improves spoolup, but at the expense of ultimate attainable top end. Larger exhaust also helps spoolup at the expense of low end. It is all a trade off.
