Trying to install Apex N1 exhaust, but the bolts by the cat are all rusty and don't wanna budge. Any ideas? I can't take it to the shop though, I have no money for labor...

Go to autozone etc. and get a can of rust something or other. It is made to spray on, soak into the metal and allow you to remove the nuts/bolts that will not budge. It is like 3 dollars a can. Just follow the directions and it will work. WD40 might work in a pinch....every good neighbor has a can lying around.
You could also clean the bolts/nuts with a wire brush when they are off and then use antiseize compound when you install them. It will make the next time much easier. More money/more time involved.

cut the old ones off and replace them with some stainless steel ones.

If you have a torch, heat those suckers up red hot and take a ratchet to em while they are glowing. Thats what I had to do 3 weeks ago and I have a 95 in Michagan weather ;(
