12108, auto question(while boosted)

Just wondering .For some reason when I leave it on 1 I can't seem to build any boost.But if I put it on 2 it spools up fine.Thing is I wanna leave if in 1 so I can rev it to redline,vise if I have it on 2 it shifts right away(waste of power band).Is this normal?
