107422, fcd install trouble

im installing one of mikes fcd's and ive double checked all my wiring from the instructions that came with it. It seems that if i hook it up the way that the instructions say, the voltage will stay between about 1.06 and 1.47. If i switch the voltmeter so that the red lead is on the yellow and green wire the volts will fluctuate from around4.98 or so all the way down to under 4.40 or so while turning the screw. So im kind of lost, im sure the instructions are proper because everyone that has revived the fcd has the same instructions and have not had issues with this. but im kinda wondering about the 1.47 volts coming from the map signal. should it be around this? it doesnt move at all while blowing into the sensor aswell. Should i swap sensors to see if that helps? thanks.
