I don't know about that... if the ground was loose, intermittent or high impedance you might see lower Vref levels. If it was somehow connected to a negative voltage source you would see higher Vref signals, but I don't know of any negative voltage sources in cars. Another option is a damaged output driver in the ECU, but that'd be rare.
