You need to put some kind of cover(shroud) to that fan. This way the air is force thru the radiator removing the heat from the coolant or water. Try getting some kind of shroud or cover for the fan. Also you can take the thermostat and drill a couple of holes on the sides. This will make a little water constantly exiting the block. Don't remove the thermostat because the water needs some time in the radiator to cool down.
