If your fans are always on, and its still overheating, then that is NOT RIGHT! Just because your cap does not leak, and "seems ok", doesnt mean it really is keeping the system at 13lbs of pressure..The fans are NOT the problem..I would do a leakdown test to rule out a HG right away..You never mentioned if you have your thermostat in properly either..You said you ran the car WITHOUT a thermo for a while? Did it over heat then? If not, then either the thermo is bad, or installed incorrectly...CHECK IT :)
