Hey I have it all apart and i find out about this orange backing and well lol noone was lieing there is one so i need to get the needles off so i can get sand it down i already have the paper (220)

This is detailed in the write-up, but as I remember it; You lift the needles over the stopping pins and let them droop down till they stop moving, mark that point. Now lift ever so gently around the base, they should pop off. Do your business and then reapply the needles and return them to their appropriate positions. Take it for a drive and adjust accordingly.

Take it for a drive and adjust accordingly? How and why shouldnt it all be ok??? thanks for the information tho

I found it a little bit tough to lift the needles over the plastic needle stops so I took a small set of snips and trimmed off just a little of the height so the needle would still rest against it but lift over easier.
Hop the needles over the stops as mentioned. After you mark the resting position then use a couple of small spoons from the kitchen to get under the needles on two opposite sides and slowly lift the needle off the shaft.

i think you should use a higher grit than 220 . maybe 600 .

Well got it off sanded(needs a little more on one side i think i will go finer) but the rpm is off this suck because my marked line is gone so i have nothing to go off of any thoughts

You can be fairly aggressive removing the yellow tint on the back of the gauge overlays since the polyester film is pigmented white it hides any scratches from showing through the front. I used the edge of a new, bare "Stanley" knife blade to scrape it off.
As for RPM, I used one of those small OBDII monitors that reads out all the engine parameters when I lost the RPM reference. Anybody near you have one?
