EDIT:ok i found the prob. i need adhesion promoter cuz primer isnt drying right

Best thing to do would be to contact house of color and discuss what you are trying to do. They would be the best resource for thier products. Adhesion promoter is one thing to use definitly. If your primer is not drying correctly (depends on the details of how its drying) i would say you have a mixing problem, perhaps not enough catalyst for the temp you are spraying in.
