I have to pass inspection by Thursday and the only thing that won't pass is my tail light tint.. Will paint thinner damage the actual tail lens or is it safe for me to use? Thanks in advance..

I would look for a back-up set and put them in, especially if you want to return to tinted lenses after the inspection (for off-road use only of course).
On stock tailight lenses I have safely used mineral spirits but that will rarely remove anything except maybe some cheaper rattle can paint. Try mineral spirits first and look for any de-glossing.
I have used lacquer thinner and/or MEK to remove paint but it will start to soften and de-gloss the plastic after a short time. One way or another you have to pass inspection.
If you can't pop in a set of "borrowed lights" from an understanding friends' car or find a backup set, then you might not have much choice but to try the tint removal. If it takes it off and you pass the inspection then you can then either re-tint, or buff them out.
