I've seen it on a couple of TSi's around.  I was wondering if
anyone knows where to get these and what year they started
coming out with this front?

97-98 talons have these on all models.  They are an oem part.

Hey DR1665, you had a sig a while back I think where the camera was looking down on the front and the car was kinda creeping out of the shadows, that was a wicked shot, Talons never looked so evil!:bowdown
