would this help vent the engine at all... and if rain got in, is there anything in there it would damage?

In some states you could prob get in trouble for that. I don't think that it would look that good anyways :shrug

It is the same area as the front scoops on a 97-99 bumper. It wouldn't help vent anything and rain wouldn't be an issue. Also, I agree with ^^^^^^ It would look gay!:shrug
