1) Depends on who does it, usually not too much
2) Depends on what style you want: OEM, Invader, Xtreme GT, (those are VISracing hoods)
3) Depends on how bad that person really wants it

How deep are the scratches? A professional detailer may be able to buff them out....if they aren't really deep or down to the metal.
