Myself and a friend have made some lip spoilers for 97-99 Eclipses. They are made of very durable ABS plastic and do not significantly reduce ground clearance like the lip spoilers that step down do. Here are some pics:

I dont know if discussing price is allowed, so I wont. Lets just say it will be a good bit cheaper that what currently available lips cost. Before we look into producing a number of them, I just wanted to see what people think. Any questions and comments are welcome.

I would probably be interested in them....already made a point not to buy one so far purely because of the price.
Do you have any profile pics? That's one picture that would help me to know for sure.

At this point its looking like the price will be $125 shipped to you. I still have to talk to the CNC guy, but I doubt that price will change. Ill have some profile pics up soon.

thats a cheap plastic hood scoop mounted reverse to draw air out of the engine bay right above the turbo....

The lip is easy to install. If you look at the bottom of the bumper, right under where the front fmic opening is, there is a line of bolts. The lip comes pre-drilled for those holes. First thing to do is take the bumper off and bolt the lip up to the bumper through those holes. These support the front of the lip, but the sides need some support too. With the lip still bolted up to the bumper, just drill two or three holes on each side and put some bolts through them. Thats it, just throw the bumper back on the car and youre done.
The lip definitely does protect the underneath of the OEM bumper. The ABS is very durable in that respect.
The CNC guy is dragging his heels in getting back to me. I am going to drop in on him tomorrow, and when the price is finalized and we can start taking orders Ill update the post. Thanks for all the interest guys.

if im right, you shouldnt have to take anything but the bolts out, its just a metal strip to hold the shape of the bottom of the bumper.
