Does anyone know a site that I can by a blue/chrome or just plain chrome valve cover for my 97' Eclipse. Its a RS with the 2.0

Your best bet would be to go to a salvage yard and get one there, then you can paint/polish/whatever and swap it out in an afternoon. People generally sell em around here for around $25.
